A DREAM Community

In August, 2007, Chillicothe was designated a DREAM community. The Downtown Revitalization and Economic Assistance for Missouri (DREAM) Initiative is designed to provide a comprehensive, streamlined approach to downtown revitalization. For a great example of the program in action, look no further than Silver Moon Plaza. The concept and design for this new open-air gathering space stemmed directly from our participation in the DREAM Initiative.

In addition to providing research and practical tools, including streetscape guidelines, DREAM has brought new opportunities to Main Street Chillicothe. Our participation in the program has opened doors for a more collaborative relationship with the state, including receiving tax credits from the Missouri Development Finance Board's Tax Credit for Contribution program.

DREAM opened the door to a home rehab grant from the Missouri Housing Development Commission. The Green Hills Community Action Agency was awarded $110,000 to restore and revitalize homes located within the DREAM boundaries downtown.

DREAM is sponsored by the Missouri Department of Economic Development, the Missouri Development Finance Board and the Missouri Housing Development Commission.
